What is Form M and Why You Cannot Skip It
Form M is a mandatory import declaration issued by the Central Bank of Nigeria (CBN) through its e-TRMS portal (Electronic Trade Monitoring and Reconciliation System). Every legitimate commercial importation into Nigeria with a CIF value above USD 1,000 must be backed by a valid, bank-approved Form M before the goods are loaded at origin.
Without Form M, your supplier cannot obtain the Combined Certificate of Value and Origin (CCVO), your SON/NAFDAC inspection cannot be scheduled, and Nigerian Customs at Apapa or Tincan will not release the container. Banks that process your Letters of Credit or Bills for Collection also check for Form M compliance.
The short version: no Form M = no clearance. And in 2026, the CBN's FinA validation system cross-references Form M numbers against the ASYCUDA shipping manifest at the port in near-real time. Any mismatch flags your shipment for mandatory examination.
Documents Required to Open Form M
Before you walk into your bank, prepare the following in scanned PDF format:
- βProforma Invoice from your Indian supplier β must show: HS codes, unit prices in USD, country of origin (India), full supplier address and GSTIN
- βSupplier Registration Certificate β in CrestMAX's case, a copy of our IEC (Importer-Exporter Code) and GST registration
- βCompany CAC Certificate β your Nigerian business registration (CAC 1.1, CAC 2, or corporate affairs extract)
- βTax Clearance Certificate (TCC) β current year, issued by FIRS or relevant state board
- βMemorandum & Articles of Association β required by most banks on first-time applications
- βBoard Resolution authorising the signatories on the Form M application
- βValid means of identification for all authorised signatories β National ID, international passport, or driver's licence
Some banks also request a bank statement for the last 6 months showing sufficient USD balance or credit facility if you're not paying upfront.
Step-by-Step: Opening Form M Through Your Bank
Step 1 β Select a CBN-Licensed Authorised Dealer Bank. Not all bank branches process Form M. You need a branch with a dedicated Trade Finance desk. GT Bank, Zenith, Access, UBA, and First Bank all have this. Smaller banks may route you to their head office trade desk.
Step 2 β Submit documents and complete the bank's internal Form M application. The bank enters your details into the CBN e-TRMS portal on your behalf. You will sign a mandate form and provide the Proforma Invoice as the primary reference document. Some banks now have corporate internet banking portals where you can initiate this yourself.
Step 3 β Bank reviews and submits to CBN e-TRMS. The bank's compliance team reviews your documents for AML/KYC requirements. This internal review typically takes 1β3 working days at efficient banks. At slower branches it can stretch to 5 days.
Step 4 β CBN e-TRMS validation. Once the bank submits, CBN e-TRMS processes the application. Routine applications are approved within 24β48 hours. Applications involving new supplier-country combinations or unusually high values may go to manual review β add another 2 business days.
Step 5 β Receive your Form M number. You will receive a 16-digit Form M number (format: MF + year + serial). Immediately forward this to your supplier (e.g. CrestMAX). This number must appear on all shipping documents: commercial invoice, packing list, bill of lading, and CCVO.
Step 6 β Notify your supplier to proceed. Once CrestMAX has your Form M number, we can schedule production confirmation, arrange SGS/Bureau Veritas pre-shipment inspection if required, and obtain the CCVO from the Indian High Commission.
Form M Validity and Amendment
Form M is valid for 180 days from the date of approval. For spare parts orders, this is usually sufficient β typical production and shipping time from CrestMAX is 15β25 days after Form M receipt, and transit time from Mumbai to Apapa is approximately 18β22 days.
If your shipment is delayed and the Form M nears expiry, you must apply for an amendment (extension) through your bank before the expiry date. Extensions are usually granted once, for up to 90 additional days, on application with justification.
Amendment is also needed if: - The invoice value changes by more than 10% from the original Proforma Invoice - The supplier's name or address changes - The HS codes change (e.g. you add a product category) - The port of loading changes (e.g. shifting from Mumbai to Chennai)
Each amendment must be submitted through your bank and re-approved by CBN. Budget 2β3 working days for an amendment.
Common Reasons Form M Is Rejected
Wrong HS codes on the Proforma Invoice. The HS codes must match the Nigeria Customs tariff schedule. For motorcycle spare parts: 8714.10 (Bajaj/TVS engine parts), 8714.99 (other cycle parts), 8407.90 (small internal combustion engines). Using wrong codes triggers rejection.
Proforma Invoice not on supplier letterhead. CBN e-TRMS rejects generic Word-document invoices. Ensure CrestMAX issues a formal PI on company letterhead with address, GSTIN, and IEC code.
TCC is expired. Tax Clearance Certificates have annual validity. Many applicants discover their TCC lapsed only when the bank's compliance team checks.
Company name mismatch. If your CAC registration says "ABC Motors Limited" and your bank account is in "ABC Motors Ltd," the bank may flag this as an inconsistency requiring a board resolution to clarify.
Insufficient account balance or credit facility. For DDP or DP payment terms, the bank verifies you have the funds. If you're using a Letter of Credit, the LC opening process happens simultaneously.
